2010 House Bills for Consideration


  • HB 11: Cancer Control Act amendment.  Sponsored by Representative(s) Esquibel, K., Barbuto, Bonner, Byrd, Chillders and Millin and Senator(s) Landen, Martin and Meyer.  Authorizes for more frequent colorectal cancer screening tests when medically indicated.  WMS Supports.

  • HB 26: Medical review panel.  Sponsored by the Joint Labor, Health and Social Services Interim Committee.  Amends the Medical Review Panel legislation to mandate that all proceedings filed with and decisions by the medical review panel be inadmissible.  Requires that litigation results be reported to the panel and provides for a “loser pays” system to assess costs pertaining to the use of the panel.  WMS Supports
  • HB 32: Board of nursing- continuing jurisdiction. Sponsored by Representative(s) Stubson, Landon, Lubnau and Shepperson and Senator(s) Landen and Massie. Ensures that the poers of the board of nursing include the authority to issue subpoenas for testimony or evidence and that the board has continued jurisdiction over a license. Monitoring.

  • HB 53:  Women’s Right to InformationSponsored by Representative Brechtel.  Requires physicians to inform a pregnant woman seeking an abortion that ultrasound imaging and fetal heart tone services are available and that she has the right to view the active ultrasound of the fetus and hear the heartbeat of the fetus if the heartbeat is audible. WMS Opposes. Failed Introduction. 
  • HB 63: Tanning salons-minors. Sponsored by Representative(s) Millin, Bonner, Esquibel, K., Harvey and Landon and Senator(s) Landen, Meyer and Scott. Prohibits the use of ultraviolet tanning devices by minors under fifteen (15) years of age and requires parental consent for use of ultraviolet tanning devices by minors between the ages of fifteen (15) and eighteen (18). WMS Supports.
  • HB 86: Medicaid-elderly care. Sponsored by Representative(s) Millin, Davison, Esquibel, K., Kimble and Shepperson and Senator(s) Hastert and Scott. Authorizes an additional option under Medicaid service to facilitate an all-inclusive care for the elderly. WMS Supports.
  • HB 127: Medicaid applications-2. Sponsored by Representative Simpson and Senator Coe. Requires that Medicaid applicants apply in person with the field office located in their county and complete a personal interview to determine eligibility. Monitoring. Failed
  • HB 132: Homicide during pregnancy. Sponsored by Representative(s) Davison, Harvey, Jaggi, Lubnau, McKim and Petersen. Enhances the sentencing in homicide cases in which a pregnant woman is killed. Monitoring.

  • HJ 1:  Resolution-state sovereigntySponsored by Representative Brechtel.  Requests Congress to stop enacting mandates that are beyond the scope of the powers granted to Congress by the Constitution.  Monitoring Failed
  • HJ 6:  Noneconomic damages-constitutional amendment.  Sponsored by Representative(s) Hallinan, Cohee, Davison, Hammons, Jaggi, Jorgensen, McOmie, Millin, Wallis and Zwonitzer, Dv. And Senator(s) Larson and Meyer.  Proposes to take a ballot measure to a vote to amend the Wyoming Constitution.  The amendment would remove the prohibition currently placed upon the legislature to limit the amount of noneconomic damages that may be recovered for personal injury or death of any person.  WMS Supports Failed Introduction

2010 Senate Files for Consideration


  • SF 15: Title 25 revisions.  Sponsored by the Select Committee on Mental Health and Substance Abuse Services.  An extensive overhaul of title 25 including the amending and expansion of definitions, specifying services that can be considered treatment and clarifying liability for costs of emergency detention.  WMS plans to closely monitor this legislation and work with the Association of Psychiatric Physicians to lobby their interests.  Monitoring
  • SF 48:  Licensure of midwivesSponsored by Senator Johnson and Representative Harvey.  Establishes a Board of Midwifery to provide for direct access for certified professional midwives in Wyoming.  WMS Opposes unless significant changes are made.

  • SF 50:  Hospital privileges.  Sponsored by Senator Scott and Representative Shepperson.  Modifies the provisions relating to hospital privileges to allow advanced practice nurses to admit patients to any hospital that is owned by the state, district, county or city or whose support is derived from public funds.  WMS Opposes Failed
  • SF 61:  Health insurance reform -2.  Sponsored by Senator(s) Scott, Hastert, Hunnicutt, Landen and Schiffer and Representative(s) Brown, Bonner, Landon, Millin and Throne.  Establishes a three to seven member governor appointed benefit design committee to create and modify design elements for preventive services funded by the state, medical home, clinical prevention services, and personal health accounts.  WMS Supports
  • SF 67:  Pharmacy Benefits Management.  Sponsored by Senator(s) Ross, Burns, Landen and Sessions and Representative(s) Buchanan, Gingery and Millin. Provides for regulation of pharmacy benefit managers and requires annual registration with the insurance commissioner. Monitoring

  • SJ 1:  Health freedom of choice.  Sponsored by Senator(s) Hines, Anderson, J., Bebout and Case and Representative(s) Hallinan and Lubnau.  Amends the Wyoming Constitution by creating a new section specifying that the federal government shall not interfere with an individual’s health care decisions and prohibits any penalty, fine or tax imposed because of a decision to participate in or decline health insurance, or to pay directly or receive payment directly for health care services. WMS Opposes Failed Introduction
